Basic Assessment Report (BAR)
Typically a basic assessment is required where a full EIA is deemed unnecessary. Normally due to the type of activity in question having known and easily manageable effects. If your activity or development is listed by the department a BAR Will be required. Generally applicable to smaller scale activities, with less significant environmental impact.
The BAR process is less complex & more concise and hence less costly. The department shall either grant approval based on the BAR or deny such approval. Alternatively they may request a full Scoping report or EIA.

Scoping Report
The Scoping report is essentially the first phase of the EIA Process and is a means to determine the extent of environmental impact that the proposed activity will have on the environment. It is essentially a plan of the EIA to be undertaken, also addressing key issues and alternatives.
This is done during the planning phase of the development and can be used in selecting
the most appropriate site in advance. This also allows the department to decide on
the scope required in the EIA should one be required thereafter.![]()

NEMA Queries
Should you wish to verify that your activity is indeed “not -listed” a NEMA Query can be done. In this process, a formal request is lodged with the relevant authorities in order to get official written confirmation. This will satisfy the municipal town planning requirement for comments from external departments (GDARD.)
This is particularly useful for situations where the activities are not listed, but reassurance is required to continue with the development or activities.

Environmental Management Program (EMP)
An EMP Specifies how an activity is to be managed, to minimise potential impact on the environment & enhance benefit, throughout the lifecycle of the activity.
An EMP also aims to ensure that the conditions of authorization associated with the
project are fulfilled and can be applied to the construction, establishment, operational
or decommissioning phases of an activity. ![]()

Environmental Impact Assessment (EIA)
Should the activity in question be listed in NEMA Legislation, or required by the department after review of the BAR or Scoping report, an EIA will be required. The EIA is the process following the Scoping process.
An EIA aims to predict both the positive and negative impacts of a proposed project and finds ways to reduce adverse impacts and shape projects to suit the local environment, and present the predictions and options to decision makers within the department.
The EIA is submitted together with the draft EMP to the relevant authorities for
